"It can quickly collect parameters and improve work efficiency."On the afternoon of May 10,an intelligent inspection robot was conducting daily inspection,operation and maintenance in Ertaishan 220kV substation.According to Luo Liang,chairman and general manager of State Grid Sichuan Aba State Power Co.,Ltd.,the substation,formerly known as the 220kV switchyard of Yingxiuwan Power Plant,suffered devastating damage during the"5.12"Wenchuan earthquake.After 9 months,State Grid Sichuan Electric Power Company rebuilt at the original site and upgraded it to a substation.
It is reported that this is the first substation for post disaster reconstruction in Aba Prefecture.Ten years ago,the devastating Wenchuan earthquake hit Sichuan power grid hard.171 substations and 2751 transmission lines in our province were shut down,some power grids were completely damaged,4.05 million households were cut off,and the direct economic loss was up to RMB 10.6 billion.
In the past 10 years,a total of 60.6 billion yuan has been invested in the construction of power grids in the Wenchuan earthquake stricken areas.The number of substations has increased from 385 to 728,1.89 times that before the earthquake;The maximum power load in the disaster area increased from 4.39 million kilowatts to 9.35 million kilowatts,2.13 times that before the earthquake;The annual power consumption in the disaster area increased from 26 billion kWh to 54.9 billion kWh,2.11 times that before the earthquake;It took the lead in building a national leading power emergency system.
Scientific reconstruction of power grids in disaster areas"reborn"
After the earthquake,State Grid Sichuan Electric Power restored power supply as quickly as possible.With the strong support of State Grid Corporation of China and the counterpart assistance of brother provincial grid companies,it scientifically planned grid reconstruction according to local conditions and achieved leapfrog development.
In the past 10 years,the Wenchuan earthquake stricken area has invested 60.6 billion yuan in the power grid,built and expanded 396 substations with a capacity of 53.45 million KVA and 12762 kilometers of transmission lines with a capacity of 35 kV and above.The power grid assets in the disaster area increased from 14.643 billion yuan to 46.858 billion yuan,3.2 times that before the earthquake;The number of substations increased from 385 to 728,1.89 times that before the earthquake;The transformation capacity increased from 25.07 million KVA to 78.57 million KVA,3.12 times that before the earthquake;The length of the line increased from 21000 km to 33900 km,1.62 times that before the earthquake.The power supply capacity,power grid structure and technical equipment level of the power grid in the disaster area have been significantly improved,and the ability to withstand natural disasters and power supply guarantee has been significantly improved.
At the same time,State Grid Sichuan Electric Power actively implemented special policies such as direct power purchase,surplus power,retained power and delayed price increase in disaster areas to benefit the people,supporting the development of key industrial parks such as Aba and Guangyuan.It received 8 million residential customers from local power grids and small hydropower supply areas,and developed 9.5 million new residential customers.State Grid Sichuan Electric Power has donated more than 8.6 million yuan for post-disaster reconstruction and caring assistance.
In Chengdu,after the Communist Party service team of State Grid Chengdu(Dujiangyan)made a clank pledge of"27 people will fight like 40 people"on the ruins after the earthquake,Chengdu Power Grid has grown rapidly into a strong power grid with six 500 kV substations and double loop networks operating.The scale,number of equipment and technical level of the power grid are among the forefront of provincial capital cities in China.
In Deyang,Deyang Power Grid and Deyang Industry have experienced heavy damage,recovery and rise together.State Grid Deyang Power Supply Company helped a group of leading enterprises such as Dongqi and Hongda Group to get out of the disaster,implemented the"Kangqiao Project"and"Rainbow Project",and invested 6.4 billion yuan in the power grid to provide energy security for Deyang's industrial and economic development.
In Mianyang,the first 110 kV intelligent substation in China has been built in Beichuan as a landmark project for post disaster reconstruction.Wang Zhigang,an electric power employee from Beichuan,lights the lamps for Qiang villagers and delivers power to Tibetan compatriots,moving China.
In Guangyuan,500 kV substations have emerged from scratch,the power grid structure of Guangyuan has become stronger,the power supply capacity has tripled,the reform dividend has been released,and the city's 1.7 million urban and rural residents have achieved the same price for the same network.
In Aba,over the past 10 years,a total of 9.58 billion yuan has been invested to build a strong power grid with 220 kV and 110 kV as the backbone,providing power guarantee for post disaster reconstruction.We will implement the"Warmth Tibet and Qiang"project to effectively ensure power supply in remote areas and promote economic development and ethnic unity.
Yingxiuwan Power Plant,which suffered many disasters,was damaged twice and rebuilt twice.The power plant realized remote centralized control,safety production,operation and management comprehensively exceeded the level before the earthquake,and the power generation reached the best level in history,realizing the leap from desperate rebirth to revitalization and development.
The construction of electric power emergency system takes the lead in China
After the 5.12 earthquake,after ten years of efforts,State Grid Sichuan Electric Power has built a leading power emergency system in China.The power emergency combat capability has experienced and matured in Lushan earthquake,Jiuzhaigou earthquake,Maoxian landslide and other natural disasters,realizing unified command,complete functions,sensitive response and efficient operation.
The system has been built into a provincial,prefectural and county level electric power emergency command center,forming a command system covering the whole Sichuan Province,linking up the upper and lower levels,and connecting with each other.It has built a mechanism of government,enterprise,and regional coordination,equipped with"sophisticated"emergency rescue equipment,and created a three-dimensional rescue model of"water,land,and air".Breakthroughs have been made in emergency technologies such as"3D Battle Command Exercise Room","4D Disaster Experience Room","High altitude Emergency Survey Patrol",and"High altitude Transmission Line Emergency Rescue".
In the past 10 years,State Grid Sichuan Electric Power has handled 962 emergencies,launched 26 company level emergency responses,invested 173700 emergency rescue personnel,and dispatched 32600 emergency vehicles.The emergency system is standardized,the team is specialized,the coordination mechanism is scientific,and the modernization of equipment and material security is improving.The construction of the emergency system and the actual combat capability are at the leading level in the national power industry,And we are making constant progress towards the goal of"international first-class electric power emergency system".
